La propuesta hace centro en dos aspectos medulares del problema. Por una parte, ¿cómo construir un conjunto edificado que pueda ir sumando, por etapas, elementos del programa en el tiempo?, y por otro como ¿cómo interpretar un parque cultural dentro de un sector de la ciudad predominantemente residencial?

 

La propuesta plantea entonces una “transformación” de lugar y la edificación existente, que redefina la condición actual de espacio residual, sin uso aparente y poco intervenido, buscando crear nuevos espacios para la promoción cultural, esparcimiento, sitios de encuentro que sumen a la Urbanización Prados del Este, de modo que el parque pueda otorgarle un nuevo dinamismo a una zona predominantemente residencial y comercial.

 

También propone una estrategia de ocupación del territorio a partir de la construcción de varios elementos arquitectónicos que califiquen el lugar y que permitan ir definiendo, en el tiempo, una unidad compositiva coherente. La propuesta entendida como un parque, genera distintas posibilidades de recorrido a través de los espacios expositivos y los vacíos, en diferentes niveles. Estos son la Plataforma, los Módulos y Los Patios.

 

La Plataforma.

Elevada a medio nivel por encima de la calle, es una estructura liviana que se asocia a la arquitectura de los palafitos, posándose sobre el suelo verde para tratar de dejar la menor huella posible en el lugar. Sobre la plataforma se ubican distintas áreas expositivas y de talleres para artistas, quedando prácticamente en ´balcón´ hacia el patio o espacio verde principal.

 

Desde el ingreso, la Plataforma sugiere las formas de recorrer y explorar el conjunto y representa el elemento de orden del sistema de volúmenes y vacíos.  

 

Los Módulos.

Son los elementos más importantes del programa ya que albergan nuevas salas de exposición y al mismo tiempo espacios de trabajo o talleres para artistas. Se proponen como piezas modulares y repetitivas, de manera que puedan construirse por etapas, según la necesidad y la disponibilidad de recursos. Forman una serie rítmica y alternada de construcciones ligeras y vacíos, elevadas del suelo al igual que la Plataforma para así generar un ritmo entre ellas. Sólo una de estas piezas altera sus proporciones para albergar un uso distinto, la cafetería, ubicada en un lugar privilegiado del conjunto y con visual a la totalidad del sistema.  Estos módulos funcionan de forma independiente, es decir, programáticamente son unidades autónomas. Dentro de ellos el espacio es abierto, con una estructura liviana de metal, esquelética, casi en construcción, buscando una analogía con el trabajo a realizar en los talleres.

Los Patios.

Una vez terminado el recorrido por la plataforma, se desciende a una explanada verde, el Patio Mayor, que representa el espacio más amplio de la propuesta y lugar de las exposiciones a cielo abierto. Ubicado a medio nivel por debajo de la calle, es el paisaje dominante desde la plataforma y sus módulos expositivos, definiéndose así como el espacio de mayor jerarquía de la composición y el lugar de encuentro por excelencia del entero Parque Cultural. Desde el Patio Mayor es posible tener toda la visual del conjunto y de manera particular la lectura del mundo interno de los módulos de talleres que también puede apreciarse desde la calle como una invitación a entrar y ser parte de él.

 

Existe otro vacío importante, el Patio Menor, ubicado entre una nueva sala de exposiciones y la nave del galpón n°2. Este patio, de carácter más íntimo permite completar los recorridos entre la Plataforma y el Patio Mayor, así como poner en valor a la edificación existente que quedará en un nivel más alto.

 

Los Patios representan el parque, el vacío para poder entender la totalidad. La Plataforma, una forma sutil de entender la apropiación del terreno sin necesidad de una construcción masiva.  Los Módulos representan la estrategia de ocupación por etapas y la inserción del programa de talleres para artistas. Estos son los componentes fundamentales de la propuesta, que acompañados con otras piezas edificadas de menor importancia, dibujan un conjunto para Las Artes y para el ciudadano (y al artista) como protagonista

The proposal focuses on two core aspects of the problem. On the one hand, how to build a built complex that can add, in stages, elements of the program over time, and on the other, how to interpret a cultural park within a predominantly residential sector of the city?

 

The proposal then proposes a "transformation" of the place and the existing building, which redefines the current condition of residual space, without apparent use and little intervened, seeking to create new spaces for cultural promotion, recreation, meeting places that add to the Urbanization Prados del Este, so that the park can give a new dynamism to a predominantly residential and commercial area. It also proposes a strategy of occupation of the territory based on the construction of various architectural elements that qualify the place and that allow defining, over time, a coherent compositional unit.

 

The proposal understood as a park, generates different possibilities of route through the exhibition spaces and the voids, at different levels. These are the Platform, the Modules and the Patios. The platform. Elevated half a level above the street, it is a lightweight structure that is associated with the architecture of the stilt houses, resting on the green ground to try to leave the least possible footprint in the place. On the platform are located different exhibition areas and workshops for artists, being practically on a ´balcón´ towards the patio or main green space. From the beginning, the Platform suggests the ways to go through and explore the complex and represents the order element of the system of volumes and voids.

They are the most important elements of the program since they house new exhibition rooms and at the same time workspaces or workshops for artists. They are proposed as modular and repetitive pieces, so that they can be built in stages, according to the need and the availability of resources. They form a rhythmic and alternating series of light and empty constructions, raised from the ground like the Platform in order to generate a rhythm between them. Only one of these pieces alters its proportions to house a different use, the cafeteria, located in a privileged place in the complex and with a visual view of the entire system.

 

These modules work independently, that is, they are programmatically autonomous units. Inside them the space is open, with a light, skeletal metal structure, almost under construction, seeking an analogy with the work to be done in the workshops. Playgrounds. Once the tour of the platform is finished, one descends to a green esplanade, the Patio Mayor, which represents the widest space of the proposal and place of the open-air exhibitions. Located half a level below the street, it is the dominant landscape from the platform and its exhibition modules, thus defining itself as the space with the highest hierarchy of composition and the meeting place par excellence of the entire Cultural Park. From the Patio Mayor it is possible to have all the visual of the complex and in a particular way the reading of the internal world of the workshop modules that can also be appreciated from the street as an invitation to enter and be part of it. There is another important void, the Patio Menor, located between a new exhibition hall and the shed of shed No. 2. This patio, of a more intimate nature, allows the completion of the routes between the Platform and the Patio Mayor, as well as enhancing the existing building that will remain on a higher level.

 

The Patios represent the park, the void in order to understand the totality. The Platform, a subtle way of understanding land appropriation without the need for massive construction. The Modules represent the strategy of occupation by stages and the insertion of the program of workshops for artists. These are the fundamental components of the proposal, which together with other pieces built of less importance, draw a set for the Arts and for the citizen (and the artist) as the protagonist
